SGS publishes SafeGuardS looking at Hong Kong’s revision of its list of standards for toys and children’s products.

SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 038.24 to provide stakeholders with details of the revised list of standards for toys and children’s products in Hong Kong.

Toys and Children’s Products Safety Ordinance (Amendment of Schedules 1 and 2) Notice 2024 was published on February 16, 2024. These schedules specify which safety standards for toys (Schedule 1) and children’s products (Schedule 2) must conform to for compliance with the Toys and Children’s Products Safety Ordinance. These are international standards and standards adopted by major economies.

The latest amendments revise the following four standards for toys in Schedule 1:
• ‘Mechanical and physical properties’ - ISO 8124-1:2022
• ‘Flammability’ - ISO 8124-2:2023
• ‘Migration of certain elements’ - ISO 8124-3:2020/Amd 1:2023
• ‘Olfactory board games, cosmetic kits and gustative games’ - BS EN 71-13:2021+A1:2022

It also revises these eight standards for children’s products in Schedule 2:
• Baby walking frames - ASTM F977-22e1
• Bunk beds for domestic use - ISO 9098-1:2023 & ISO 9098-2:2023
• Child safety barriers for domestic use - ASTM F1004-23
• Children’s paints - ISO 8124-3:2020 (incorporating Amendment 1:2023)
• Playpens for domestic use - ASTM F406-22
• Wheeled child conveyances - AS 2088:2022 & BS EN 1888-1:2018+A1:2022

SGS experts publish SafeGuardS to keep stakeholders informed about changes that may impact their business. SafeGuardS 038.24 provides a useful overview of the new standards and the standards they replace. Stakeholders should review SafeGuardS 038.24 for more information.

The new standards will become effective on August 1, 2024.
