SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 060.24 to keep stakeholders informed about moves by the US Consumer Product Safety Commission (CPSC) to revise the safety standard for bassinets and cradles.

A notice of proposed rulemaking (NPR) was issue on April 16, 2024. If adopted, this will adopt ASTM F2194-22e1, with modifications, to ensure identified hazards are addressed and provide the highest possible level of safety when using bassinets and cradles.

Produces under the scope of 16 CFR 1218 include:
• Bassinets, cradles and after-market mattresses for bassinets and cradles
• Cradle swings with an incline less than or equal to 10° from horizontal while in the rest (non-rocking) position
• Multi-use products when they are in the bassinet/cradle use mode
• Bassinet/cradle accessories to products when removed from the product and used in the bassinet/cradle mode
• Bassinet/cradle features for carriage/stroller when removed from the carriage/stroller and used in the bassinet/cradle mode

The following hazards linked to the placing of young infants into these products are addressed in the NPR:
• Suffocation – non-level bassinets/cradles
• Falls, suffocation, skull fractures and asphyxia – bassinets/cradles on elevated and soft surfaces such as beds, couches, tables and countertops
• Suffocation – mattresses that are non-flat, too thick, too soft, ill-fitting or unattached to the bassinet/cradle
• Containment, tipping, gap entrapment and suffocation – bassinets/cradles with design issues, such as low to the ground or unstable, or with loose sidewalls and/or non-mesh sidewalls
• Shock and burn – products with electrical problems such as smoke, shock and battery leakage

The modification also removes the compact bassinet category.

Comments on the NPR will be accepted until June 17, 2024.
