The Delhi Pollution Control Committee is abbreviated as DPCC. It is a self-governing body established by the Delhi government in 1991 under the supervision of the Central Pollution Control Board (CPCB).

The DPCC effectively issues a licence known as a DPCC License, which is a no objection certificate that guarantees that the proposed/existing business enterprise will not affect the environment or community. A provision has been made that the entrepreneur must first obtain the "NOC" from the board before changing or improving the manufacturing process or establishing industries.

Pollution license basically categorize in two:
1. CTE – Consent to operate
The Water (Prevention & Control of Pollution) Act – 1974 and the Air (Prevention and Control of Pollution) Act – 1981 both require a NOC from the DPCC before you can start your company or enterprise. Before starting a company, you must obtain CTE from the appropriate State Pollution Control Board (DPCC). The procedure begins with the submission of an application in the specified format, along with the appropriate documentation and fees, and is followed by an inspection.
2. CTO- Consent to establish
CTO- Consent to Operate is a no-objection certificate issued by the State Pollution Control Board (DPCC) to enable you to operate your business after receiving your CTE NOC from the SPCB(DPCC) in accordance with the Water (Prevention and Control of Pollution) Act of 1974 and the Air (Prevention and Control of Pollution) Act of 1981. The procedure entails filing the appropriate application in the specified format, along with the necessary documentation and fees, followed by inspection and the issuance of a CTO.
