November 2-3, 2005 started a strategic working session on the creation of a cultural, art and museum complex at Mystetsky Arsenal.

The session was organized by Mystetsky Arsenal State Enterprise and IN-VI international architectural planning and development strategy firm with the support of the Ministry of Culture and Tourism of Ukraine.

This intensive two-day session that brought together relevant specialists to consider the basis and objectives upon which the Arsenal Complex could be best preserved and developed as a cultural and art center for Ukraine. The effort to create a program for the reconstruction of the Arsenal complex grew from the knowledge and common concerns, objectives and ideas of 17 distinguished international and Ukrainian professionals. This meeting was held as the first step in this project.

Founder and Managing Partner of DEOL Partners Ruslan Oleksenko, as an expert in commercial real estate, provided his own view on the reconstruction of the Arsenal and development of a new Art Complex. “Mystetsky Arsenal is the most ambitious museum complex project in modern Ukraine, and it aims at creating a Ukrainian Louvre on the site of a historic 18th century fortress located in the historical area of Kyiv. The Art Complex has to be designed using the most current knowledge and experience in this area of construction, sustainable building design, environmentally and related energy efficiency and energy use. This can only happen if the project is professionally developed and managed”, Ruslan Oleksenko commented.

“The founding of this multifunctional complex in downtown Kyiv is aimed at providing a wide representation of the unique cultural heritage of Ukraine, achievements of national and world painting, decorative and everyday life, musical and cinematographic arts, and the improvement of Ukraine’s international image as a European country culturally rooted in the origins of civilization, and satisfying the cultural needs of contemporary society”, continues Mr. Oleksenko.
