16 global cities signing the “New York Accord” to Implement the "TWIN CITIES Initiative" at the OXYGEN Summit in New York City

The TWIN CITIES Initiative aims to establish a global inter-city collaboration focused on joint future city projects, leveraging knowledge, and resources of cities across the world to develop replicable models of future cities.

 
[New York, NY - May 22, 2024] As cities around the world face numerous challenges
following the Ukraine War and the Pandemic, the "TWIN CITIES Initiative (TCI)," which
unites global cities to collaboratively address these issues and promote the
development of future innovative cities, was officially launched by 16 cities and the
World Smart Cities Forum (WSCF, President Jaewon Peter Chun), the organizer of the
OXYGEN Summit, at Pier 36 in New York City today. Mayors, Governors, and Ministers
signed the multilateral agreement and declared "the New York Accord."

The cities and countries participating in today’s agreement are Mombasa, Konza
Technopolis (Kenya), Dakar (Senegal), Casablanca, Berkane, Benslimane (Morocco),
Incheon (South Korea), Kyiv, Lviv, Vinnytsia, Kharkiv (Ukraine), Republic of Kosovo,
Brussels (Belgium), Timor-Leste, and the Philippines.

The TWIN CITIES Initiative, which started with six cities in Liverpool in July last year
under the leadership of the WSCF, will have a cumulative total of 25 cities at the next
OXYGEN Summit taking place in Incheon, South Korea in November this year.
The Initiative aims to establish a global inter-city collaboration focused on joint future
city projects, leveraging the collective expertise, knowledge, and resources of cities
across the world to develop replicable models of future cities.

Goals:
1. Create a Network of Innovative Cities: Develop a robust network of cities that
can work together to design and implement innovative urban solutions.
2. Promote Sustainable Urban Development: Implement sustainable growth
models that prioritize people-centered smart city strategies.
3. Foster Economic Growth and Job Creation: Stimulate economic growth and
create job opportunities through tech innovation and collaboration.

Commitments:
1. Urban Testbed Designation: Each participating city will designate areas within 10
square miles (2,000 acres) as the TWIN CITIES Urban Testbed to implement
specific projects.
2. Tech Sandbox Implementation: Launch the TWIN CITIES Tech Sandbox every
three years, fostering competition among more than 20,000 tech startups to
drive innovation and economic growth.
3. Resource Sharing: Ensure the sharing of resources, information, and best
practices among participating cities to maximize the Initiative's impact.

Background
Following the Ukraine War and the pandemic, immediate and collaborative efforts are
crucial for rebuilding and advancing our cities. The TWIN CITIES Initiative was proposed
by the WSCF to the Ukrainian government as a pragmatic approach to help rebuild postwar Ukraine. This initiative is a massive joint project that can impact a market with a
population exceeding 200 million people, focusing on urban reconstruction optimized
for an innovative self-reliant economy.

For instance, in Mombasa, Kenya, the WSCF consortium plans to build a multi-purpose
stadium and develop sectors like esports, creative content, smart education, logistics,
digital transformation, and tech innovation, positioning Mombasa as an industrial
growth hub connecting East Africa and the world.

Despite previous challenges in establishing successful smart city models, the TWIN
CITIES Initiative offers a promising solution. Participating cities can expect economic
growth and job creation through the Tech Sandbox, where startups can compete and
collaborate, sharing all resources and information.

The OXYGEN Summit was held in conjunction with Smart City Expo USA at the same
