Green Light given to Law Creating Spanish Chamber of Commerce

Madrid, Spain, May 14, 2013 - This lays the groundwork for a solid model that will ensure the continuity of a Chambers of Commerce system in Spain similar to that in countries such as Germany and Austria.

The bill will allow the Chambers of Commerce system to continue in Spain and will strengthen the role these bodies play in the internationalisation process and in driving the competitiveness of Spanish companies.

Once this regulation has been approved, as part of the National Reform Plan, the Higher Council of Chambers of Commerce will become the Chamber of Commerce of Spain, the body that will represent and coordinate all the Chambers. The central nodes of its activity will include practical development of the Chamber Internationalisation Plan and the new Chamber Competitiveness Plan and the promotion of dual professional training in Spain.

The new legislation will therefore provide a legal framework for the Chambers of Commerce, helping them to adapt to a new business reality. It will also reintroduce the permanent chamber funding that was eliminated in December 2012, which will provide chambers with financing from the revenue generated from the services they provide and voluntary contributions from companies.

The Chamber of Commerce of Spain will be a fundamental tool for strengthening SMEs in international markets. The law focuses on various aspects designed to improve the functioning and coordination of Spain’s institutional trade presence abroad, and establishes a permanent link between the Official Chambers of Commerce of Spain overseas and the Chamber of Commerce of Spain.

The new functions of the Chamber of Commerce of Spain will include checking on compliance with legal requirements; boosting innovation and administrative simplification in the procedures required to start up and develop economic and business activities, and introduction of the digital economy within companies.
