According to Section 21 of the Air (Prevention and Control of Pollution) Act, 1981, no individual shall create or operate any industrial plant in an air pollution control area without the prior consent of the Committee

 
Delhi Pollution Control Committee's Consent Policy (DPCC)

Act of 1981 Concerning Air Pollution Prevention and Control

No one may construct or run an industrial plant in an air pollution control area without the prior approval of the Committee, according to Section 21 of the Air (Prevention and Control of Pollution) Act, 1981.
An application for DPCC consent made in accordance with subsection (1) must be submitted in the prescribed format, include all necessary information, and be accompanied by any fees that may be mandated.
When conducting an inquiry as it sees appropriate for a request for consent under subsection, the DPCC committee shall adhere to any procedure it may prescribe. (1).
