PAHAL (DBTL) scheme will ensure that the subsidy for all LPG cylinders will be provided directly to the Aadhaar linked bank accounts of the customer.

 
The PAHAL (DBTL) scheme was first launched in June 2013 covering 291 districts in India. The consumer for the scheme is required to compulsorily have an Aadhaar Card. Since then, the government of India has thoroughly examined the scheme for any and all difficulties or tough spots and re-launched it.
A consumer who receives the subsidy in their bank account is called a CTC (Cash Transfer Compliant). Such a consumer can apply to the subsidy by 2 methods. They are:
The primary method to get subsidy:
If the consumer has an Aadhaar Card, they can apply for the subsidy by linking the Aadhaar Number to the Bank Account as well as the LPG Consumer Number.
The secondary method to get subsidy:
This is the new option that is included in the scheme. Under this option, a consumer who doesn’t have their Aadhaar card can take advantage of the subsidy by directly getting it in their bank account. They can do this by either giving their Account details to the LPG provider to be put in the LPG Database or they can give their LPG Consumer Number to their bank regarding the same.
Consumers who were CTC before the re-launch of PAHAL (DBTL)
Domestic consumers who were a part of the PAHAL Scheme before its re-launch through their Aadhaar Card don’t have to re-register. They will continue receiving their subsidy amount in their bank account the same way as before the re-launch.
Pricing under PAHAL (DBTL)
Amount transferred to the consumer
As per the consumer’s request, the cash applicable to their subsidy will be transferred to their bank account whenever an LPG cylinder is delivered to them.
Grace Period
All the non-CTC consumers will get a grace period of 3 months under which they have to become a CTC. During this period, they won’t receive a minimum reduction in price on their subsidized LPG cylinders.
Parking Period
If the non-CTC hasn’t become CTC by the end of the 3 months grace period, they get another 3 months to become CTC. These 3-months are called the Parking Period. During the parking period, the consumer will receive their cylinders at the market price of the cylinder without any deduction.
If the consumer does become a CTC during the parking period, their subsidy amount is forwarded to their bank account. However, if the consumer doesn’t do so, the subsidy amount is held back, and the consumer becomes ineligible to receive it.
Even after the Parking Period, if the consumer doesn’t become a CTC, then until they become a CTC they will receive the LPG Cylinder at the market rate without any refunds.
Permanent Advance
· The consumer will receive a one-time advance when they first apply for the scheme.
· This advance, when received, is notified to the consumer and remains constant through a financial year.
· When the consumer terminates the contact with the scheme, the amount is settled.
· Until termination, this advance will remain with the consumer.
· Any consumers who have received the advance prior to the re-launch will not receive the advance again.
· They also won’t be allowed to negotiate for a differential payment.
